iPhone international roaming – what if I access internet, email and web applications using a free wi-fi?

I am going to Brazil and was wondering if I will get charged for data use if I turn my international roaming OFF, but still use my iPhone as a computer (internet, email, web applications) connecting to free wi-fi.
I don’t care about making or getting calls while I’m there, I just want to be able to access my web applications and email – I would use my personal wireless network or free wi-fi, available in airports, shopping malls, etc.
I called AT&T and they didn’t know how to answer my question. She said that my internet will not work if I turn my international roaming off, but I wasn’t talking about phone calls… I was talking about data only, and not connected through EDGE or 3G, just free wi-fi.
Is it true that my wireless connection won’t work if my international roaming is off? In case it works, how would AT&T know the amount of data I’m sending and receiving if I’m abroad, with my international roaming off, and connected to wireless network? Would they still be able to charge me for that?
