iPhone international roaming – what if I access internet, email and web applications using a free wi-fi?

ATT won’t know the amount of data since you are not on a cellular network but on wifi.
You will not be charged if your using wifi.
It will not work if your International roaming is off, not even on wifi because your iPhone is locked by AT&T and when you are in Brazil your SIM will not identify any other network if the roaming is off. And by the way, using data on international roaming will be very expensive..
You can maybe get your phone un-locked or get a cheap un-locked phone and use a local Brazil SIM card in it .. try the link below to get the Brazil SIM card..
